UK Councils Intend to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a latest study of municipal councils, UK councils are preparing to offload community centers, sports centres, and shopping arcades as they rely on a fire sale of assets to stabilize finances.

Growing Fiscal Pressures Prompt Asset Sales

A coalition of councils representing major urban areas in England stated that 60% of councils are intending to sell assets to cover the rising costs of adult and children’s social care.

Local governments have previously faced criticism for disposing of public land and open spaces to shore up their finances, but they argue they must continue to raise vital cash from asset sales or face insolvency.

The group said that a significant number of councils seeking to generate funds from a quick sale of assets represented “a clear change from 2024, when the majority (60%) of municipal officials said they would focus on service redesigns and utilising financial reserves to manage growing fiscal pressures.”

Detailed Cases of Planned Sales

One local authority in Kent said its property management strategy featured the sale of a retail complex in a local town and a social club in Rochester to generate £20m over five years.

  • Gillingham golf club and business parks held in two English counties, which all provide rental income for the authority, will also be disposed of under the plan.

Local Levy Increases and Wider Fiscal Pressures

The survey of councils in the coalition, which includes several urban centers, also found that more than 70% of councils will need to raise local levies next April to cover the rising cost of essential services, higher levels of housing insecurity, and a longstanding housing shortage.

Medway council explained it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but certain measures take time to achieve both better provisions and cost efficiency,” stated a council leader.

He added: “We face demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of regional authorities this week further found council budgets being stretched by the growing number of young people and older individuals needing special educational assistance.

The County Councils Network said that council deficits will reach £4.4bn a year by the end of the decade, as they grapple to cope with increased demand.

Ministers have delayed planned reforms to the special educational needs framework until the coming year after a white paper setting out those reforms was recently delayed.

Deprivation and Funding Shortfalls

Based on the latest deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, several participating urban areas were included in the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the 2025 IMD measures,” said the study.

“While only a single urban area is among the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the most deprived fifth of England. The figures highlights the scale of difficulties facing municipal officials across key cities in the next twelve months,” the report added.

“Local government leaders have been clear about the necessity for a equitable and lasting financial structure that reflects and responds to the real levels of disadvantage and need,” said Michael Mordey.

“Without this, councils will continue to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

One in five of councils have reduced or weakened social care provision in the past 12 months, the study found.
